Easy, ecu: by boosting the pay of the various council cabinets and then saying that there's no money left, or by following the policy of the Vale of Glamorgan Council (under both Tory and Labour administrations) of setting the majority of the year's finances aside 'in case of a rainy day', such that the Council has recently been forced to admit to having a very sizeable 'rainy day' can't remember if in the region of ?40 or ?400 million!!
