Is scottish people only bailed out the RBS then only Scottish people should get the shares.

I wonder why adults only?  Why not kids?  If you're gonna say kids don't pay taxes..they are not the only ones.  If you then say taxpayers only, do higher percentage taxpayers get more shares?
