crime reduction the US way

what with all this discussion about should we be nice to offenders or are we not being hard enough... there is a bit of an ignorant subtext going on as well as a political football...

i found this on the website regarding trends in the crime figures in the US (remember that the US invests more in prison infrastructure than we do locks up more folks than we do... remember also that the graph is a graph of stats measured however whenever and all that ....)

cos they are unable to offer more than a few suggestions about what might be happening to cause this shift...  i'm not going to say they has the answers but it is interesting... what about here?
