It would be worth asking why such systems are needed in the first place, ecu.  Increasingly, people are unable/unwilling to look after elderly relatives in their own homes, and the elderly are increasingly unable to carry on living in their own homes, yet medical science is working hard to ensure that such elderly people are living longer.  Does the state have the resources (and not only financial) to deal with this growing population?
Growing old is compulsory. Growing up is optional.
