Some interesting answers.  ecu, you were right - I did have London (the City of London and the City of Westminster) in mind, but I was also interested to see Andrew's interpretation.  Do you know of any other places where more than one coty (or anything else for that matter) is subsumed under a larger title.  For instance, the capital of Nepal is Kathmandu, but this now includes the cities of Katmandu itself and of Patan (the two being divided by a river).  Then, there is a 3rd city (Bhaktapur) less than 10 miles away, and the 3 are all to be found ion the floor of the Kathmandu Valley.
Growing old is compulsory. Growing up is optional.
