I'm not sure where whoever has accused the WHO of denial has been for the last 40 years. This is one of the most talked about issues I can think of, and the problem is that we have been so irradiated with contrary information (as with others issues) as to lead to mass complacency of such issues.
As Jan says, we are irradiated by a whole load of things, and I'm not sure that a lot of manufactured things we are warned about are anything like as powerful as many natural sources.
