I don't think there is anything wrong with the absinence message per se, so long as it's part of a wider advice panel.  It certainly wouldn't do as blanket advice, but may well be a comfort to those who don't want to go full steam ahead.
I would say that it has a vital part to play in the process.  Sadly, for far too long we have had an unbalanced advisory panel, whose message has been based on a misrepresentation that everyone will necessarily have sex and therefore it is for them to tell people how to keep themselves safe whilst doing so - ignoring the fact that a large percentage - (and it can be difficult to tell whether that is a majority or a large minority amongst the youth of the nation) have other things to do with their lives, such as study, sport, hobbies and don't want to be told that they are expected to have sex because it is 'normal' to do so.
Growing old is compulsory. Growing up is optional.
