i believe i explained... that the postponement of some legislation is not the same as a u-turn....
I think the article points out that, as it is a Private Members' Bill it would have to start from the bottom rung of the ladder again, as and when a new parliament is elected.

From what I understand, the good Bishop was pointing out that, since there is already a lot of unrest in the country, the supporters of the Bill had hoped that they could slip it by unnoticed by the larger audience.
