why so late?

I think that it has only recently been re-presented by those trying to get it passed.  They had, I believe, hoped that it would get through un-noticed because of the other events happening in Uganda at present - such as Musaveni's use of force against democracy protesters.

i did wonder about whether or not you should try your new friends of the tory party ... last time unka ton had his ore in but hey they really wanted to listen to him!

I have actually emailed both DC and NC, asking them to make representations to the Ugandan Ambassador to get Musaveni to intervene, as he did last year.  As for 'unka ton', I don't remember his being involved in any way.  I wrote to Gordon asking the same thing I have asked DC/NC.
