why so late?

I think that it has only recently been re-presented by those trying to get it passed.  They had, I believe, hoped that it would get through un-noticed because of the other events happening in Uganda at present - such as Musaveni's use of force against democracy protesters.

I have actually emailed both DC and NC, asking them to make representations to the Ugandan Ambassador to get Musaveni to intervene, as he did last year.  As for 'unka ton', I don't remember his being involved in any way.  I wrote to Gordon asking the same thing I have asked DC/NC.
