CPS seem to be very reluctant to prosecute if there is the slightest risk of a failure in a case which also sheds a bad light on the authorities... and far to ready to do so if it is likely to put the authorities in a good light even if the likely result is a failure! (Especially so in big cases)

I agree it does seem like that.
